Public exhibition of the planning proposal (ref. PP-2024-2040) that seeks to amend the Wingecarribee Local Environmental Plan 2010 to implement the recommendations of Council’s resolution of 7 August 2024 relating to the Wingecarribee Community Heritage Study 2021-23 commenced today.

Overview of the Planning Proposal

The planning proposal seeks to amend the Wingecarribee Local Environmental Plan 2010 to:

• add 405 new heritage items
• amend four (4) existing heritage items by adding new heritage elements to the description, and amend the property description of one (1) further existing item
• add seven (7) new heritage conservation areas, including three (3) extensions to existing conservation areas
• amend the item number of the existing Bowral Conservation Area.

Public exhibition details

Public exhibition will be held from Wednesday 22 October till Sunday 30 November 2025, inclusive.

Public exhibition is conducted through the NSW Planning Portal (link below) where you can view the planning proposal and supporting documentation (including maps of the proposed items and amendments) as well as relevant background material.

A hard copy of the Planning Proposal is also available for viewing at the Civic Centre, 68 Elizabeth Street, Moss Vale, and at the libraries (including the mobile library). Please note that due to their substantial size, some of the attachments will not be included in the printed hard copies but can be viewed online.

In addition, the Community Heritage Study project page on the Participate Wingecarribee site retains the background documentation from the Community Heritage Study and provides a link to the public exhibition page on the NSW Planning Portal as well as the link to an online map of the affected properties.

Making a submission

If you would like to make a submission on the planning proposal (this can be an objection, to support or to make a comment), it must be made in writing (quoting reference PP-2024-2040), received on or before 30 November 2025 and lodged via one of the methods below:

• Preferred method: via the public exhibition page on the Planning Portal, or
• By mail to Wingecarribee Shire Council, PO Box 141, Moss Vale

Submissions may be viewed by a third party and will be reported to Council, although they will be redacted to remove personal details beforehand.

Council has not been given delegation to finalise the Planning Proposal. Therefore, following Council adoption it will be resubmitted to the Department of Planning, Housing and Infrastructure for finalisation.
