Background Information
Developer contributions form a key funding mechanism within the NSW planning system that allows NSW councils to deliver the essential local infrastructure and services required to support population growth and development.
When new development occurs, it increases demand for infrastructure like roads, parks, recreation centres and storm water drainage. Contributions allow the costs of this growth to be shared fairly and ensure that new and expanding communities have access to facilities and services they need.
Council's Section 7.11/7.12 Development Contributions and Section 64 Development Servicing Plan Assessment Policy sets out how we calculate contributions. The Assessment Policy is not a Contributions Plan or Development Servicing Plan, but sets out a standard set of criteria and procedures for the calculation and assessment of development contributions. The Policy provides greater transparency in the process of calculating levies and charges.

The draft Section 7.11/7.12 Developer Contributions and Section 64 Development Servicing Plans Assessment Policy is on public exhibition from Monday 24 November until Monday 22 December 2025. Documentation may be viewed:

Only written submissions will be considered and these must be received by Council before 4.30pm Monday 22 December 2025. Please note that any submissions received may be included in the final report to Council.
Your feedback is a way for you to share your thoughts and ideas on a particular issue or project. The goal is to make sure your voice and the community’s voices are heard and considered. It helps provide valuable insights, identify potential issues and suggest improvements. This way, decisions can be more inclusive, transparent and effective, reflecting what you and the community really needs and wants.
Responses to engagement projects are compiled and considered. When projects are reported to Council to make a decision a summary of community feedback will be included. Updates on projects will be included in these pages and elsewhere on Council's website.
Sometimes it takes some months to provide feedback to the community and to make a decision as further investigation is often needed. We are listening and we do take your suggestions on board!
