Background Information
Wingecarribee Shire Council is developing plans for a new Bypass. The Bypass will create a new route for trucks and heavy vehicles, connecting Argyle Street and Berrima Road directly to the Hume Motorway. This means less traffic on local roads, especially in the town centre. With heavy traffic flowing smoothly, Moss Vale will be a calmer, more enjoyable place to live, work and visit. The Bypass will also improve safety for drivers, cyclists, and pedestrians alike.
Thanks to a $3.5 million grant from the NSW Government the Moss Vale Bypass project is able to continue onto the design phase.
This means Council can:
- Plan for a smoother future by creating detailed plans for the entire Moss Vale Bypass, broken down into 3 stages for easier construction. This will include figuring out exactly how much it will cost to build
- Work with the NSW Government (and potentially others) to secure the funding needed to make the Bypass a reality
- Getting started on the design and progressing the work that has already begun on designing the Bypass, which will run between Berrima Road and Argyle Street. This includes a connection to Lackey Road, a bridge over the train line, and a shared pathway for cyclists and pedestrians
The Bypass will offer a brand new way to get around Moss Vale, taking the pressure off busy Argyle Street. It will also include a new crossing over the Main Southern Railway that won't be affected by flooding or height restrictions.
Project Updates
Noise and Vibration Assessment
In 2023, Council engaged Renzo Tonin Consultants to measure current noise levels at different points along the proposed Moss Vale Bypass route. This was to understand how traffic on the new road might affect nearby homes and businesses.
Council has used the data from the consultants to develop a report called the Construction and Operational Noise and Vibration Assessment. This report outlines the expected noise levels and what Council is recommending to keep things as quiet as possible. You can download a copy of the report in the Document Library on this page.
Council also recently conducted an online survey to better understand community views about potential noise and vibration impacts from the proposed Moss Vale Bypass route. This survey has now closed and Council is currently reviewing the results.

The Construction and Operational Noise Vibration Assessment compares existing background noise levels to what’s expected during construction and operation of the bypass. This report, prepared by Renzo Tonin, helps us understand potential noise changes and plan mitigation strategies.
The assessment recommends noise barriers at two locations:
- Between Bulwer and Beaconsfield Roads: Approx. 3.0 metres tall.
- Between Beaconsfield Road and the hill crest: Approx. 2.5 metres tall.
While noise barriers can be effective, they can also have visual impacts. A separate report, Landscape Treatments for Noise Walls – Moss Vale Bypass, by Phillips Marler Landscape Architects, explores various noise wall options and site-specific considerations.
Where noise barriers are not suitable, property treatments may be considered. These include:
- Fresh air ventilation systems
- Upgraded windows/glazing and solid core doors (on exposed sides of masonry structures only)
- Upgraded window and door seals
- Sealing wall vents
- External screen walls or property boundary fencing
